Biography:
The National Observatory on Labour Market and Social Protection Affairs under
the Ministry of Labour and Social Protection of the
Population of Azerbaijan was established upon the Decree of the President of
the Republic of Azerbaijan Mr. Ilham Aliyev No. 775 dated July 4, 2019, in
order to create a monitoring and forecasting system to make effective
governance - related decisions in the fields of employment and social protection of
population.
The Charter of
the National Observatory was approved by Resolution of the
Cabinet of Ministers of the Republic of Azerbaijan, dated March 17, 2020, No.
95.
The National Observatory works
towards creating a modern monitoring, analysis and forecasting system to make
effective governance - related decisions in the field of labour, employment
and social protection, makes proposals regarding the preparation of
specialists and curriculum development and acts in their implementation as a
training base of the Ministry. In general, the activities of the National Observatory are
mainly organized on four platforms: The Centre for Survey and Monitoring, Analysis and Research Centre ("Think Tank"), Assessment Centre and Training and
Development Centre.
Assessing the current and future situation of labour market, identification of strategic areas of employment in labour market and their further development trends are among the main tasks of the National Observatory. The activities of the institution also include coordinated analysis of the obtained data on economically active population, current state of quantitative composition of employment, quality indicators, analysis of socio-economic conditions influencing their change, preparation of current and future forecasts based on this, vacancy pool and the balance of labor resources.
