Dr. Erwin T. Tolbe is a proficient educator, administrator, accreditor, and researcher from the  University of Northern Philippines. He is the Officer-in-Charge Dean of the College of Business  Administration and Accountancy and holds an academic rank of Associate Professor II in the said  University. Before he was designated as the OIC Dean, he had served the University in various  capacities as Assistant Dean, Coordinator for Research, Coordinator for Production, Assistant  Coordinator for Production, Assistant Manager of the Men’s Dormitory, Adviser of Accredited  Organizations, and a Member of different working committees. 

Erwin was born on July 16, 1985 in Calautit, Sto. Domingo, Ilocos. He is the third child of Mr.  Santos Tolbe and Mrs. Herminia Tolbe. He took his elementary education in Nagtupacan  Elementary School and graduated as fifth honor. He continued his secondary education in Lussoc  National High School, graduated class salutatorian and received numerous awards. He graduated  Cum laude in the University of Northern Philippines in 2006 with a degree Bachelor of Science  in Business Administration major in Management Accounting. He earned his degree Master in  Business administration in the same university in 2011. He believes that learning is a continuous  process, consequently he took up Doctor in Business Administration in UNP and successfully  completed in 2015.  

As an educator, Erwin started as a part-time instructor in the College of Business Administration and Accountancy at the University of Northern Philippines in 2006. His burning desire to aim  greater helped him rose to his academic rank as an Associate Professor II in July 1, 2019. He is a  core faculty member of Doctor in Business Administration (DBA) and Master in Business  Administration (MBA) Programs. He consistently received an Outstanding faculty performance  evaluation on teaching effectiveness from his supervisor and students. As part of his professional  growth he attended various training programs, seminars, conferences, fora in the international,  national, regional and institutional levels. He is also an active member of various professional  organizations in the Philippines and abroad. 

Erwin is actively involved in research undertakings as an author, co-author, internal/ external  reviewer, presenter, research journal editor, research conference session manager / moderator/  and facilitator. He is a peer reviewer of The ASTR Research Journal and a reviewer board member of Global Research and Development Journal. He has published research outputs in an 

International Scopus Indexed Journal and in the CBAA Research and Extension Journal. Moreover, he rendered expert services during dissertations and theses defenses as chairman of the  evaluators, adviser, critic, and member of the panel of evaluators. 

As an administrator, Erwin spearheaded the issuance of Certificate of Program Compliance  (COPC) and CHED Contents Notation of the curricula of the Doctor in Business Administration  (DBA) and Master in Business Administration (MBA) Programs of the University of Northern  Philippines. Moreover, he led the accreditation task force during the preparation and presentation  for Level III Phase 2 Accreditation Survey Visit of the DBA and MBA Programs. He coordinated  the conduct of series of Special Training Program on Business Analytics for business  administration faculty in Region I in partnership with the Commission on Higher Education  (CHED). He had organized / initiated / coordinated several training programs, seminars/ webinars,  and conferences for professionals and students. He also served as resource speaker, lecturer, guest  of honor and speaker of training programs, seminars, and school activities. 

Erwin is actively involved in quality assurance in education as one of the trained Accreditors of  the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP),  which is an accrediting agency for government-supported institutions in the Philippines. He had  accredited various Programs/ Courses of several State Universities and Colleges (SUCs) in the  Philippines serving as a team leader and as a lead accreditor. He also performed various roles during the Institutional and Program Accreditation Survey Visits in his University such as overall 

chair, overall co-chair, area chair, area member, and an internal accreditor of the different  Colleges in his University. Likewise, he is one of the members of the Quality Management System  Audit Team during the ISO 9001:2015 Surveillance Audit in his university. 

Erwin was conferred as Fellow in International Management (FIM) by the Asian Academy for  Excellence Foundation, Inc. (AAEFI). He passed the following competency assessments of  Technical Education and Skills Development Authority: National TVET Trainer Certificate Level  I in Bookkeeping, Trainers Methodology Certificate I, Trainers Methodology Level 1 (TM1),  National Certificate III in Bookkeeping. 

Erwin’s significant accomplishments as an administrator and educator have earned him various  awards such as Best University Administrator, awarded by SK Educare India during the 3rd Virtual  International EDUx Icon Awards and Conference held on April 29-30, 2021 in Gujarat, India.  Award of Honour Excellence in School Administration, bestowed by Educacio World during the  Virtual International Edu Conclave and Award 2021, held on April 30, 2021 in New Delhi, India.  Best University Administrator and Associate Professor, given by GITD India during the Virtual  Global Education Award of Honor 2021 held on May 22, 2021. Outstanding Professor of the Year,  conferred during the Global Education Summit and Awards held on June 6, 2021. He will also be  recognized as Most Excellent Leader in Academics and Topnotch Educator of the Year during the  Gintong Parangal 2021 to be held on August 20, 2021 in Manila Hotel, Philippines. He will also  receive a very prestigious Outstanding Asian Faculty Award (Multiple Disciplines) to be accorded  by the Asia Awards on October 24, 2021 in Courtyard by Marriott, Madurai, India.
